Zoning: Zoning: RR-2 Rural Residential
Residential
Allison Chase
achase@co.tillamook.or.us
Ordinances: Building a Residence * Single-family dwellings are permitted outright (Section 2(a)). So
yes, you can build a residence in these zones. Mobile/Manufactured Homes * Mobile or
manufactured homes are permitted outright (Section 2(b)). * In areas identified as having special
mobile/manufactured home standards that are not met, they require a conditional use permit
(Section 3(b)). Setbacks & Restrictions * Minimum lot size is 2 acres for RR-2 zone lots created
before 10/4/2000, and 10 acres for RR-10 zone or RR-2 zones created after 10/4/2000 (Section
4(a),(b)). * Minimum lot width and depth is 100 feet (Section 4(e)). * Front yard setback is 20 feet
(Section 4(f)). * Side yard setback is 5 feet, 15 feet on the street side of a corner lot (Section 4(g)). *
Rear yard setback is 20 feet, 5 feet for a corner lot (Section 4(h)). * Building height limit is 35 feet,
except 24 feet on ocean/bay frontage (Section 4(i)). * Livestock have a 100 ft setback from non-farm
dwellings (Section 4(j)). * A setback of 100 feet is required from F-1, F or SFW-20 zone boundaries
(Section 4(k)). Yes, animals are allowed in the RR-2 and RR-10 zones, with some conditions
around farm animals and livestock: 1. Farm uses, including livestock/aquaculture, are permitted
outright (Section 2(e)). 2. There are setback requirements for livestock near non-farm residences: *
Livestock must be located more than 100 feet from a non-farm residential building on an adjacent
lot, unless: * The livestock is a pre-existing nonconforming use (Section 4(j)1) * The property is
taxed as farm use (Section 4(j)2) * A conditional use permit has been granted for the livestock
location (Section 4(j)3) 3. Animal hospitals, kennels, and other boarding facilities require a
conditional use permit (Section 3(l)).
So, in summary – farm animals and livestock are allowed by
right for farm use, with some conditional use permits possible to locate them closer to residences.
Facilities like kennels require conditional use approval. Pet animals should be allowed as well in a
regular household. The uses specifically permitted or conditionally permitted do not include any
industrial-type facilities or uses (Section 2 and 3). Drug manufacturing would likely fall under some
type of industrial use, which is not mentioned as allowable. Additionally, the stated purpose of these
rural residential zones is to provide for small-acreage residential homesites and related uses. An
industrial facility like a drug factory would not be consistent with that purpose (Section 1). The only
types of uses allowed are like dwellings, farm uses, home occupations etc. Since a drug factory
does not reasonably fit as an allowable type of use, it can be inferred that this kind of industrial
facility would not permitted.

Can a house be built on the property: Yes
Can a manufactured/mobile home be placed on the property: Yes
Can you live in an RV? No RV’s Allowed
RV Limitations, if any: Yes, recreational vehicles (RVs) are allowed in the RR-2 and RR-10 zones, with some conditions:
- Recreational vehicles used during construction:
RVs are permitted outright to be used during construction or placement of a permitted use for
which a building or placement permit has been issued (Section 2(c)).
- Recreational vehicles for temporary occupancy:
RVs for temporary occupancy where they are not allowed outright require a conditional use
permit (Section 3(d)).
- Recreational vehicle parks/campgrounds:
RV parks, campgrounds, and other recreational facilities require a conditional use permit on
10+ contiguous acres (Section 3(u)).
So in summary – RVs are allowed for temporary use during construction that has permits, and for
temporary occupancy if a conditional use permit is obtained. RV parks and campgrounds require
conditional use permits.
